Legacy Windows applications often force a choice between a risky rewrite, infrastructure-heavy desktop delivery and an insecure status quo; governed browser delivery creates a fourth path.

Why legacy applications stall cloud programmes

Forms-based, database-driven Windows applications frequently contain years of business rules and integrations. The user interface may be old, but the application can remain operationally critical. Migration programmes then discover that moving the database or server is not enough: users still need secure access to native dialogs, printing, files, the clipboard and specialised dependencies.

Path 1: full rewrite

A cloud-native refactor can be the right long-term destination when source code, funding and product capacity are available. It becomes risky when programme deadlines require feature parity before migration, undocumented business rules must be rediscovered, or active customers cannot tolerate a single cutover.

Path 2: heavy VDI or DaaS

Virtual desktops preserve compatibility but deliver and operate an entire desktop when users may need only one application. This can add image management, desktop policy, endpoint clients, idle capacity and per-user cost. VDI remains appropriate where personal desktops or broad Windows integration are requirements.

Path 3: status quo, VPN or raw RDP

Leaving the application on-premises may delay data-centre exit and retain endpoint support work. Direct remote access can also expose server surfaces and provide weak control over file, print and clipboard egress. A VPN secures a network path; it does not by itself govern application interactions.

The fourth path: an Application Control Plane

Executive decision

Use governed browser delivery to remove an access blocker, not to avoid all modernisation. Define the target outcome, expected transition period and conditions that would trigger refactoring, replacement or retirement.
